University Policy on Administration of Grants,
Contracts, and Cooperative Agreements to Finance
Sponsored Programs
East Carolina University policy requires OSP approval
of proposals before their submission to potential
sponsors based on the University of North Carolina
General Administration (UNC-GA) policy.
UNC-GA defines Sponsored Programs as follows:
Sponsored programs are identified by two basic
features: They are separately financed in whole or
in part by agreements between The University, it. s
constituent institutions, and the sponsoring
agencies. Grants, contracts and cooperative
agreements, the devices for authorizing sponsored
programs, although usually associated with specific
individuals, are awarded to The University or to a
constituent institution. Sponsored programs do not
include individual consulting relationships. .
Cooperative Agreements also does not include those
cooperative arrangements between the United
States Department of Agriculture and University
Agricultural research personnel to carry out
programs of joint interest where no solicitations of
funds from the federal agency is made.
General Criteria for applications:
Adequate budgetary support, both direct and
indirect (now facilities & administrative costs), is to
be provided by the funding agency and other
appropriate sources, and no unauthorized
obligations are to be assumed by the institution.
All sponsored programs and projects must be
compatible with the overall mission of the
University.
Projects and proposals must be consistent with all
pertinent University policies and regulations.
Procedures
Submission Review: All sponsored programs shall
be subject to review and approval with respect to
funding arrangements by the Chancellor or other
persons who have been specifically designated by
the Chancellor (Office of Sponsored Programs is
designee).
Standard Forms and Records: Certain standard
forms and procedures will be used in the
preparation and review of applications for grants,
contracts and cooperative agreements, and for
maintaining records and reporting on such
sponsored programs. The required forms are:
Abstract of Application for Grant Contract or
Cooperative Agreement, Internal Processing Form
and Project Classification Form.
